Conservation Commission Works on Stormwater Bylaw Amendments

Builders may be interested in proposed amendments to the Town of Belchertown’s Stormwater Management Bylaw. Although not well attended, the Conservation Commission held a public hearing on January 25 regarding these amendments.
The Town of Belchertown adopted the Stormwater Bylaw in 2008 as a result of a state law that requires some towns to comply. Amherst, for example, is exempt from the storm water regulations according to Town Administrator Gary Brougham.
Conservation Commission Administrator LeeAnne Connolly has been the stormwater authority since July, 2010. Prior to that time Department of Public Works Steve Williams was the authority.
Connolly says that the Conservation Commission is working on amendments that would, “tighten up the loopholes.” She said that the proposed changes include requiring as-built plans, proof of abutter notification, site visits by the building inspector, and public hearings for more complex stormwater applications.
“We’re about half-way through it,” said Connolly regarding the proposed changes. She encourages anyone who may have input into the proposed changes to attend the next Conservation Commission meeting in February. Check the Belchertown-News.com Events Calendar for meeting times.
